Meet Andrew Pham: A New Generation of Leadership for Quincy
Hello Neighbor! I’m running for City Councilor At-Large to bring fresh ideas and a deep commitment to the community we all love.
🏠 Quincy was always Home
Born and raised in Quincy, I attended Toddler Tech,🦋Montclair Elementary,⚓Atlantic Middle, North Quincy High School, 4 years at Bryant University, and then I came back and have sinced moved out from North Quincy and now live in Quincy Point.Quincy isn't just where I live—it’s who I am. You’ll see me riding the T, electric scooting in our bike lanes, making the same Dunkin' runs, running errands at the Walmart and Stop & Shop, and savoring fried oysters at Wollaston Beach.
👨👩👦Family Values
I’m proud to come from a family that embodies the American Dream:

My grandfather was a school teacher before the Vietnam War. When the war started, the US Army recruited him as a Major to help train American and South Vietnam soldiers.
Both of my parents courageously escaped Vietnamese communism, settling in Quincy to build their new lives. They both got their Electrical Engineering degrees where they met, at Northeastern University. My mom is proof that women have a place in STEM. She previously was the test engineer at Bose Inc. in Framingham and Boston Scientific, here in Quincy!
Today, my wife, Ella, and I proudly call Quincy Point our home. Ella, adopted from China by loving Midwestern parents, brings a warmth and kindness known as “Midwest Nice” to our fast-paced Boston lives. She's dedicated her career to healthcare, previously as Class President at the Mayo Clinic and in oncology at Dana-Farber Cancer Institute. Now, she serves as a travel Physician Assistant to rehabilitation centers assisting stroke and amputee patients across the country.
Alongside our two-year-old Bichpoo, Kem (Vietnamese for "Ice Cream") , we're proud South Shore residents who frequent Pageant Field and exploring Provincetown Beaches in the summers.
🎖️Professional Credentials You Can Trust
-
CPA with Integrity: Trained in tax law, government accounting, business ethics, and internal controls, I am a Certified Public Accountant committed to bringing rigorous financial oversight and accountability to City Hall.
-
Strong Internal Controls: My career began in internal audit at Dunkin’ Brands Global HQ, in Canton, MA, where I evaluated financial and operating systems across departments. In reality, no one likes to be audited, but I took a special approach and was able to convince the marketing department to lend me their costume for a killer instagram post.
-
Accounting & Finance Wizard: At PwC, I began working in private equity and hedge funds, and after a year, I wanted to make a deeper impact. I put in a request to transfer to a specialized team that advised startups and privately held companies on financial reporting, compliance, and capital management.
-
That transition opened new doors: I was later given opportunities to work directly with senior executives to promote diversity, equity, inclusion, and belonging — not just within the firm, but across its clients and communities.
In every meeting, I’d break the ice by saying, “I’m just a South Shore kid.” It was my way of bringing humility and local pride into the room — and of reminding people that big ideas can come from anywhere. I took every opportunity to put Quincy on the map.
-
After PwC, I entered the world of federal tax enforcement — where I worked on complex filings and compliance reviews, often sitting across from legal teams and executives to ensure fairness and accuracy. A big part of that work was closing offshore tax loopholes and making sure global corporations paid their fair share. Now, I’m bringing that same level of diligence and transparency to Quincy’s city government — because if we can hold billion-dollar companies accountable, we can expect the same of City Hall.
🤝Deep Commitment to Community Service
I've dedicated my life to serving Quincy:
-
Air Force JROTC Leader: Co-Led with my campaign chairwoman (on very left) at North Quincy High School, instilling values of integrity first, service before self, and excellence in all we do.
-
Quincy Asian Resources (QARI) Mentor: Guided newly immigrated students to thrive in Quincy Public Schools. Developed youth programs for the Lunar New year and August Moon Festivals.
-
COVID-19 Relief Volunteer: Organized fundraisers and volunteered with Feed Your Hospital, providing meals to healthcare heroes in the Greater Boston area and supporting Quincy’s local restaurants. (Banh Mi Le is pictured below).
Deep Appreciation for the Arts
Art runs in the family. Quincy High School Class of 86' voted my dad, Peter Pham, as the Best Artist. Peep the yearbook description: "Peter Pham... may have trouble speaking English, but try to find [someone] more sure of themselves when painting.”
In 10th grade, I was one of 12 volunteer docents at the Museum of Fine Arts Boston. I gave tours and shared stories behind historic art with kids on field trips—because art, in all its forms, should inspire curiosity and connection.
Now, I serve as the Business Manager at Boston Art Inc.—a full-service art consulting firm that curates and delivers custom art programs for corporate, healthcare, hospitality, and residential clients. We collaborate with hundreds of artists locally, ensuring diverse and inclusive representation in our projects. Our clients include organizations such as Harvard University, Massachusetts General Hospital, Capital One, the Boston Celtics, and North Quincy’s own upscale residences, The Abby. Although I cannot "art" like my dad, I can provide financial clarity and structure to support a visionary team, helping them transform spaces through art and turn bold ideas into lasting impact.
Let’s Shape Quincy’s Future Together🔮🏙️🚀🔜✨
Quincy gave my immigrant parents the opportunity to thrive—they made this city their home and successfully put their two sons through college. I'm living proof of Quincy’s promise. Now, I want to make sure that Quincy continues to be a beacon of opportunity for everyone.
Imagine a Quincy where:
-
Public spaces are artfully exciting, safe, and designed by your ideas.
-
Schools are among the best in Massachusetts, fully equipped and supported.
-
Local businesses grow, innovate, and prosper without unnecessary hurdles.
Together, we'll make Quincy the coolest, most forward-thinking city in the Commonwealth—the city other towns aspire to become.
This campaign is about you, about us, and the extraordinary future we can build together.
Your Neighbor. Your Candidate. Your Voice for a Brighter Quincy.
